Yes, but this depends on a lot of factors. While blacks do tend to have a lesser IQ, I do not think this is the problem. Every race is wired differently in many ways, be it brain, or muscle, or bone.

Those living in Africa didn't have a need to be a little bit smarter, rather they had a greater need to be physically strong to survive.
