The elite plan their stuff ahead of time and gradually do it, there is a name for it and its called creeping incrementalism, but people usually think about the boilling frog analogy when talking about it.

There are reasons for that:
First sometimes they want something X to happen, but while planing what to do to make this thing X happen, they discover they need to first make something Y happen first. This means it will take time to make X happen.

Another reason for their plans becoming reality only decades later is that they gradually implement stuff to make sure people get accustomed with it.

Sometimes their plans require tech they don't have yet, but know it will be obviously possible at the future.

Or it just take alot of time, to have it.
