It's called being Otto Von Bismark. Conservativism didn't start and end with Ronald Reagan, and even Hayek liked some social programs. I think some sort of healthcare safety net would be okay, but only in White and East Asian(-mainland PRC) societies, not Brazilified ones, and where bad health habits were disincentivized.
