It's just basic gerrymandering. By mixing Illinois in with red states, you can basically "eat" one of those red states with your blue voting population while keeping the same number of blue states.

Cook county had 1.6 million Democrat votes in the 2016 presidential election, which were 1.2 mil more than Trump got in the county. If you remove Cook county Trump would have won IL by over 300k votes.

In WI the margin was 25k, in IA it was 150k, and in MI was 11k (500k in Indiana so that's probably safe). So yes if you unleashed the million Democrats in Chicago you could turn many of the surrounding areas blue
