Buy something along the mexican border, Arizona for example.

Now, make a wall around all the state, except on the botton left corner, which will be two walls with a narrow gap in between. That would connect Mexico with California by making a tiny gap in the south wall with Mexico.

Now you can charge inmigrants a passage fee to California, or Californian a gate fee to stop the flooding. Use the profits to buy more and more states until you run the entire country.

As a bonus income. You can make the Califorxican corridor full of funny obstacle; sort of Takeshi's Castle TV show or the like. Sell the CCTV footage of inmigrant and increase the profits.
