Poverty begets poverty, and crime begets crime. Short of having legit psychopathy, prison inmates can be treated with therapy and harm-reduction programs. Perpetuating abuse in prison systems will turn people worse than they already are.
Even if you've got the mindset that blacks/spics are inferior, even dogs can be taught to behave if they're trained properly. Treat people properly, and they'll improve. Current prison systems are essentially a time-out, and do nothing to rehabilitate.
