No, Merkel is explicitly against it. Or was, she's changing her mind at the moment because all the other parties are saying they'll deny a coalition with the CDU if they don't get gay marriage.

It's just insanely cheap propaganda for them. Costs them nothing, no money and no effort, since all the regulations and structures for it are already in place, they only need to change a couple of lines of text. But it allows them to pretend that they achieved something immense (which hardly anyone really gives a shit about though).
