Yes, and Detroit is ironically rebounding right now because they solved their pension problems. People claim that the recession hit Detroit first. While this may be partially true, Michigan Governor Rick Snyder appointed an Emergency Manager to keep the city from defaulting and stamped out a great deal of corruption. Detroit's downtown has gotten very nice, emergency services are now adequate again, and there have now been a few upscale neighborhoods developing near downtown Detroit in the past few years. This goes to show how important fiscal responsibility is at every level of government.
