This passage from Carlin concerns the idea that I've been thinking about for a long time. Are politicians of a country only a reflection of its general population? Say, is Serbia a more corrupt and less successful country than Denmark because the average Serb is more corrupt and malevolent than the average Dane? Can a country become wealthier only with the change in mentality and conscioussnes of its citizens?
