No matter what the program, amount of money, what it's for, who implements it etc. never does anymore than 30% of tax collected by the government ever go to what the tax is being collected for at the federal level. Illinois' budget is paying for fucking state pensions for crony positions handed out by politicians, the people working those jobs kick 10% of their pay back to the politician, whom then uses it to fund their political party and outspend their rivals.

King County ain't that bad as Chicago or New York. King County alone only has 2.1 million people out of the 7.1 million in Washington State.
