Would It be effective to implement a system in which low income families who cannot afford more than a single child are scheduled mandatory abortions?

similarly, those who generate an income of, (for the sake of argument), let's say $80,000 for a dual income family, should be encouraged to have kids.

This not only reduces the population of specific minorities such as blacks, many hispanics, and natives drastically, but gives reinforcement for whites, and other well set minorities to reproduce.
