How can you be so sure? Have you paid attention/do you know anything about how rapid advancements have been made in biotechnology over the last 20 years? Costs of new technologies plummet in short spans of time.
Even if genetic engineering is only available to the wealthy initially it will likely become very cheap overall for nearly everybody shortly thereafter, at least cheap enough, especially when coupled with the financial societal benefits of implementing it universally, to employ in something like a partial universal healthcare coverage program focused on it.
