Immigrants or not, what's the point of bringing children into this world? Fertility rate of 0.0 is the natural conclusion of the modern society.

Option 1: import people who don't speak you language, know your traditions, etc. Pay to house them. Pay to school them. Pay to train them. Pay to medicate them. Pay to police them. Pay to incarcerate them. Pay to treat their victims.

Option 2: provide gov't subsidies to pay origin ethnic citizens (those who can demonstrate both parents have local lineage going back 100 years, for example) to have a minimum of two children and more generous subsidies for each additional child. If need be, make it more attractive for the mum to stay home than return to work.

Either way the taxpayer will pick up the cost. One is much less disruptive and dangerous to society.
