He says explicitly that he has come to fulfill the law and that the law will remain up until it has been accomplished, and it is accomplished WITH JESUS. If Jesus had not existed, then the laws would remain until the earth passes away, but Jesus came and fulfilled, by his own words.

In Romans 10:4 Jesus says:
