IMHO, dick size has to do originally with environment. Gravity, clothing beyond a loincloth, and temperature all played a part. Cold temperatures cause a reaction where your junk seeks refuge inside your warm body. Hot temperatures cause your junk to dangle as far away as possible from your body, so the sperm doesn't get killed by the combination of hot climate and hot body temp. Factor in the time scale of people being exposed to these environments in the beginnings of the races and eventually evolution is going to take the wheel and make it to where the body can conserve energy while still keeping the same or possibly more extreme result desired.
