Local governments (län and kommuner) are the ones taking the costs for the refugee crisis because they are responsible for welfare (schools, healthcare, unemployment benefits etc). The states responsibilities are stuff like police, defence, universities etc.

1) We're switching out all physical money. This always results in millions that are never found/turned in. The country writes itself a cheque on that money as a budget surplus.

2) We're currently borrowing massive amounts and pushing it into all areas because services are near standstill. Too few healthcare workers, too few teachers, not enough buildings, not enough police.

3) Massive borrowing and debt can be injected into the economy and shows a good GDP growth. But it's unsustainable, otherwise you'd just do that forever with no consequence. The bill will come due. The parties in charge just hope it's not on their watch, kick the can down the road and expect it to blow up when the opposition is holding it.

It's policy to keep a 1% of GDP surplus for the public sector after the economy shit show in the 90's. It used to be 2% but it was lowered. There is also a EU direction to keep public deficiency below 3%

The debt for increased non-producing population goes on local municipal budgets as soon as the state has cleared the immigrant paperwork and puts them somewhere out in the country.

The prime lending rate is currently negative, -0,5 and every little backwater is taking out loans by the truckload and build roads, housing, sports stadiums and other prestige crap all over the place.
The demand and loans are oiling a lot of the economy on the surface level at the moment but is going to be felt hard as soon as the economy takes a turn.
