If you follow the liberal definition - than any person who you are better off than deserves your help.

If they and all their assets equal 1$ less than yours, you should give them 50c to make up the difference.

So, yes you should help those in need. But it needs to be in a homogenous society. Whether that is racially, ethbically, genetically or biologically homogenous is the important part.

If i saw you on the street op, and you were white - i would offer you help. For i too am white and i believe if we dug back our ancestry enough we would find we are in some way (very distant) related.

In the realm of capitalism your only responsibility is to take care of yourself and your money along with anyone else you wish the be charitable to (usually people "need" to take care of their families but it's not really a need). There is no moral obligation to help the poor or refugees because you got where you are (for the most part) on your own. It's only a liberal phenomena where people want to help others because they can relate to another person's tough situation because they have been there before or know others close to them have been there before.
