The other variable is the target. Ideally, they are sitting around picking their nose - but the other option is to have consistent movement, preferably perpendicular to the shooter.

A lot of work goes in to making that shot, can even then it can miss based on variables (wind gust, swirls, etc).

On the plus side, sometimes when you miss you miss far enough that the target doesn't notice a bullet landing 30m away.
