I do it as a mutual sign of respect. There's three possible outcomes when you make eye contact with someone:
1) You look away quickly. This signifies weakness/shame/antisocial behavior. You're not comfortable with the eye contact.
2) You stare the other person down. Niggers love this, they think it's a sign of dominance. In reality, you don't respect your fellow citizen and think he is a target to belittle, instead of an equal in society.
3) You do "that" smile, and a nod. This acknowledges the eye contact, the presence of the other person, and the understanding that we are all brothers with a common goal to improve society. You're comfortable with their presence, but you don't also jump on an opportunity to shit down his throat.
