Kohl’s widow wanted Orbán, not Merkel to speak at memorial service
>>Maike Kohl-Richter had suggested that only foreign guests should speak at the service, including Hungarian Prime Minister Viktor Orbán. She was advised against the plan, Der Spiegel said.
>>Merkel will now speak at the service, as will European Commission President Jean-Claude Juncker and French President Emmanuel Macron.

No idea. But it's probably someone from the chancellory.
I find it amusing how easy it is to change the opinion of her. She is the absolute arbiter about Kohl's legacy now but she still gives in. Kohl had pretty precise ideas about how his funeral should go.
