Here's a different idea.

Make it standard practice at every high school, every year,
that the students can anonymously warn the student body that they have an STD.

Infected individuals submit a simple checkbox form without putting any identification on it.
These results are then made public to the student body.

"Because there are students with STDs, we know for a fact that sex at this high school is risky. Better not take a chance, kids."
