Congress is designed to represent individual states, whereas the president is supposed to represent all of the states combined. Thus the electoral votes are equal to congressional seats. However none of this even really matters, the presidents job is incredibly overblown. All he does is determine a vague agenda with 1 or 2 defined points while congress actually does all the real shit. If you genuinely think it is broken, you should understand that the medicine will be more painful than the illness.

There are no Federal laws regarding faithless electors or otherwise regulating an elector's vote. Some states or parties may have enacted them, but in all cases the interests of the voter end with electing their elector.
