Would /pol/ be fine with subsidizing some of the cost of college

Would /pol/ be fine with subsidizing some of the cost of college if

1. Only STEM students were eligible so you wouldn't have to support useless liberal arts degrees,

2. Affirmative action was stopped so you'd only be supporting the best and brightest and not the most diverse, and

3. Anyone who'd have their education paid for would have to sign a contract ensuring that they'll work in the US for a fixed number of years, which would prevent the system from being taken advantage of by brain drainers?
