Because society is much more complex than a Mario Kart game. There is no way to implement it that does not involve very arbitrary definitions set by bureaucrats on how to make it harder for people that are ahead, how to define who is ahead.

What happens then is called regulatory capture. Only very big companies and very wealthy can afford to hire lawyers/accounting firms to coply with all the regulations. The people that are poor find it harder to make money, as the never ending regulations make everything expensive, so welfare state becomes more appealing.

Therefore, in the end, people that are ahead get even furher ahead, and people below have less motivation and incentives, and find harder obstacles as well, but people that suggest Mario Kart like strategies do not percieve it to be so, requesting more and more intervention, leading to more inequality, as in a vicious cycle.
