Is terrorism a valid form of political usurpation?

The unexpected effect of terrorism is NOT what anyone thought it would be. It doesn't scare people into changing their society. Terrorism creates a controversy, which makes a society fold in on itself, becoming vulnerable.

With pervasive media that allows acts of terror to get their messages out, perhaps terrorism will become a common form of political activism?
