Why do Americans expect the consumer to pay the employee twice why can't businesses just pay their employees? America sounds like a giant shithole.
Tipping was originally supposed to be extra for good service. It went on for so long that businesses used it as an opportunity to pay their employees less. So now we're in the fucked situation that you pretty much have to add some money on top of the food bill if you're not a horrible person since many tipped employees are paid less than minimum wage out of the assumption they'll be tipped.
Why? Because they're businesses and the law (if I'm right) doesn't dictate a minimum salary like in some West-European countries. Thus, they want to get as cheap employers as possible. Here, tipping is not normal, but only done by rounding the price or if the waiter/restaurant did an exceptional good job. They earn enough and don't need tipping to live.

Unfortunatly youre wrong, in a way, because it is against the law to pay under minimum wage, people "living" off of tips that dont meet the minimum wage at the end of the billing period are marked up to minimum wage by their employers, otherwise the employers get slapped with a huge fine and possible lawsuit.
