Basically this. Islam states flat out that it is the absolute and FINAL word of God. It's pretty hard to be a reformer in this circumstance, since it essentially means throwing out the immutable word of the Lord.

Societies where both are found in any large numbers have adapted and changed their secular laws, distancing them from religion, but the religions remain the same.
