Okay, I did some research and here's what I came up with.

The cheapest, loudest portable speakers I found are X-Mini KAI XAM11-B Capsule speakers. They're $20 each, bluetooth-enabled, can be wired together for louder sound, 6 hour battery life, and about the size of a large kiwi fruit.

For the protective box, I found a fridge safe locker box for $20. It's 12" x 6" x 6" steel cage with a combo lock. It's basically indestructible without tools, and it will allow the sound to come out very clearly. It can also be easily chained or padlocked to another object.

So then we make a decision about how to execute. I don't know if it's possible to make a secure bluetooth connection, or whether you would be able to activate it from a far enough distance. However, we could use the time-delay method instead. With a disposable $7 MP3 player that will run for 6 hours that we can plug directly into the X-mini speakers, you can set your first "song" to be simple silence for 30-60 minutes, followed by a loop of whatever song or noise you want to blast out.

So, you take your X-mini speakers, link them together, link the mp3 to it, wrap them together in duct tape, then go to your location. You can activate the noisemaker with the time delay as described about. The total package (including the cage) shouldn't be anything too big to put in a tote bag, drawstring backpack, or large purse.

If you're looking for places to put it, you can either secure it to an object like you discussed, OR consider putting the whole thing in a plastic shopping bag and dropping it into a waste disposal unit close to the target. People will be hesitant to go rooting through the garbage, and it won't be as conspicuous as chaining the cage to something. Granted, if found, then it can be physically removed from the site, but it can't be disabled or destroyed without serious effort.
