This may make me seem like an idiot, but I think this is more than just a coincidence. Who established the war on drugs? Republicans. Who does it overwhelmingly effect? Blacks. What ethnic group is vastly more likely to vote for democrats? Blacks. What does being charged with a felony do? Takes away your right to vote. It's really not complicated. Are democrsts corrupt as duck? Sure, absolutely; they don't give a flying fuck about blacks, they only want legalization because it helps their election chances. However, for this situation, it's obvious that these actions by republicans are intended as a form of voter suppression.
