Why did these sentences on the Nicholas II page get so many citations? Usually that only happens if there's something controversial or important.

On 29 July 1914, Nicholas II sent a telegram to Wilhelm II (The Willy-Nicky Correspondence), with the suggestion to submit the Austro-Serbian problem to the Hague Conference (in Hague tribunal). Wilhelm II did not address the question of the Hague Conference in his subsequent reply.
