Because contrary to popular belief Russia is not trying to expand. They have more then enough problems in their country to solve that taking on new shit is not a good idea. Nearly all the times they go outside their country with the exception of Georgia was a response to something NATO or Europe started.

Russia has formed a union for ex sovjet states to work together, a little like the EU.
