Introduce an untargeted and incompletely penetrant sterility plague ala assorted vermin control pathiogens previously released in Ausfalia and elsewhere. The population demographic changes would then be dominated by the death-rate, which is higher for most minorities. In time an effective treatment for the plague would likely be found, though it would likely take time for it to become cheap enough for the surviving minorities to access. By the time the treatments are so accessible the minority population will have been greatly reduced by mortality and infertility, and perhaps partially out-bred into the increasingly prevalent and fertile white population.
