What is Russia like? Has it improved a ton over the past decade? Is putin a caring leader?

I just watched the putin interviews and if you don't take a grain of salt with everything he says, he seems like the most caring leader of all time. Remembering that he's a KGB official and trained, he becomes quite intimidating ". He's still humbling.

What is your country like? Have the cities and infrastructure increased under putin?
