I don't think you will be able to pump the radiation cell phones produce my man, although technology strength has increased massively we would only get more efficient at getting those signals, I don't think you could even get a phone to "overclock" it's radiation because of how low power the mechanism to get signal would be at this point
Maybe brick phones could have done it, but no way current day phones. The real meme is going to be when wifi enabled pacemakers/insulin pumps/CPAP machines start getting 0 day tier viruses like we just had leaked from the nsa retooled to do damage.
