This tower was known to be a hazard and dangerously mismanaged (power surges leaving appliances smoking, fire alarms not work), and its owners ignored all of the warning signs and written warnings from surveyors and other inspectors.

The cladding itself, which was the main factor in the fire, was done cheap and haphazardly, to make the building look nicer. Literally.

If you're talking about the wooden batons that you fix the cladding to, thats how you install cladding on concrete /brick , you cant just fix cladding to the wall, you have to fix wooden batons to the wall then fix the cladding to them. It wasnt done wrong, thats just how its done.

Not the battons, but the cladding itself. The company which provided the cladding offers two similar versions of that which was used; a cheaper one which was flammable, and another more expensive option which was "resistant" to fire and high temperatures. Only the outside rainshield panelling was scored to a grade 0, highest fire resistance, because fire rules only require the outside panelling to be up to that level.

Additionally, many surveyors and experts looking at the planning records are noting how, with those resistant panels and flammable cladding, the cavity between panel and cladding would create a massive wind tunnel, carrying flames vertically (fire started in a flat very low on the building) in rapid order.

Indeed, surveyors reviewing this particular site are on record for having told the council and housing association DIRECTLY, not to use cheaper, flammable cladding options, and having been told that there was not the money for it.
