Germans don't represent the majority, only a plurality and there are a significant number of whites who report their ethnicity as American whose ancestry is predominantly British, especially English.

Also, anecdotally at least, people often identify their ethnicity with their most recent immigrant ancestors. My mother used to consider herself german-american until she took a dna test and came out to be 60% anglo. This was in spite of the fact that her family could trace their heritage back before the revolution, but since one of her pairs of great-grandparents were Germans that's what she identified as.

The amount of Anglo and more broadly non-Irish British heritage Americans have is vastly understated.
