The navy's boats don't need replacing often since nothing can challenge the navy. Guns? No ones raiding any boats. The army on the other hand regularly uses up their equipment due to constant fighting.

Better funded because it's an old, large branch that has all sorts of contacts in govt- therefore more support. Same for the Navy, they're just smaller personnel-wise. Air Force is young as shit, had to fight against the Army, Navy, and Congress just to become a branch. Plus the fact that it takes assloads of money to train up pilots +maintainers for aircraft.
