A dirty bomb is not a nuke. It's conventional but contaminates the area. Its purpose is terror, attrition and propaganda.

For example if it were to go off in a port the containers will be destroyed, the ship damaged and even if there are no deaths, port workers won't go there for a long time even if the area have been cleaned and radiation is measured safe. The result would be scared workers, lots of media coverage and monetary losses.

Listen, the only way to get radioactive isotopes to generate them using nuclear processes. No, the bomb doesn't have to be a nuclear explosion to be "dirty bomb", but the elements that are dispersed are nuclear in origin. You can't take bleach and mix it with salt to get cesium 123. I watched the live stream as it all went down.
As soon as they got the evidence they called the Coast Guard on speaker phone and reported the tip. The Coast Guard is heard on the phone replying they are already investigating the ship.

They were tracking the ship using marinetraffic and sure enough the ship was stopped and moored before its actual port of stop.
