We could do a BAC type meritocratic free ride for STEM, restricted to born Americans. That would maintain non-ideological higher learning, it would maintain a supply of experts, it would get Americans employed, and it would help objectively qualified kids get degrees. But all government loans need to die. The banks need to take a horrible bath.
