Well he was appointed major by the colonial governer at 20 years old, lieutenant colonel 2 years after that, and was made a colonel and commander and chief of the Virginia Regiment which was the first permanent and full time American military unit in colonies at 23 in recognition of his service and performance in the French and Indian War so I'd say he was probably a pretty good leader. He already had hundreds of men under his command at that point.

That is a good question. I do know that enlightenment values don't work if everyone does not share the same values. At a minimum you would need a certain degree of education in those values and enough property to have skin in the game. It is not fair for people who pay zero taxes to vote themselves benefits that are taken from people who pay taxes.

That is what I would start with but yes who determines who would be eligible to vote is an area for exploitation.
