After Watergate America wanted an honest President they could belive in. Someone who was an outsider that wasn't corrupted.
He was that, but as a leader he was ineffective. Like someone has already said, a nice and decent enough guy but he wasn't strong enough to accomplish anything.
During the iran hostage crisis his weakness showed, and in his only attempt at a show of power, the military attempt to save the hostages was a complete catastrophe. The helicopters sent out crashed in the desert and soldiers died before even getting to iran.
That event really whiped out any chance of a second term.
