1) India, Russia and China have enough resources to contribute a little back. They are not fucking Zimbabwe. However they don't want to spend their own money to do anything about the problem.
2) India and China wouldn't need help if they kept their population under control. China had at least put some effort into curbing its population, but it hasn't made the effort to bring it into sustainable levels.
3) Money never stays for one purpose. India and China already have to put a certain amount aside for pollution, even without aid. They will just take money that they would have spent on fixing pollution and put it towards developing their countries. As long as pollution abating funds are at least to the level of their aid, they don't have to use all of that money on pollution control.
4) It is not our duty to give them resources to curb their pollution. They are reasonable to bring their pollution per square kilometre into a reasonable level with the rest of the world.
5) The USA needs those resources at home for their own pollution control. You already have a bad air pollution level, you could really use the resources to update your outdated infrastructure to nicer cleaner infrastructure.

Yes they were, just like they were in Greece and Egypt.
Jews have been destroying civilizations like this for thousands of years.
That's why both Christianity and Islam are "antisemitic" and have strong moral codes to follow: to protect people from Jewish subversion and degeneracy.
