The case of Puerto Rico is unique. People born in the other territories are American nationals not citizens. In our case we were made USA citizens in 1917. Somehow political correctness made the federal government deny we have been annexed since then and for decades the federal courts have been inconsist on what the status is. There is a few rules to become a state.

1. The people have to express a desire to become a state.
2. it cannot be a current part of a state without that state consent
3. Congress has to approve it.

There has been cases of people wanting states (Deseret and the proposed Indian state) that congress declined.

If PR government asks (which they plan to) then Congress can draft a bill to say "you have X amount of time to draft a state constitution. Once passed, you will become a state." And then it back in PR court to draft up a document.
