It works by swirling a neutron moderator/molten salt around a core of fusionable material. That is not the issue fusion reactors are trying to solve, by the way. GEtting heat out and turning heat into electricity is something we have known for 70yrs and that tech isn't changed.

After Fukushima Merkel wanted to pump the breaks on nuclear power and wanted to stop as fast as possible.
The nuclear power companies said "hey! You can't do this! We just agreed on a date with you and the government before Fukushima happened! You can't change that now!"
Government said: okay, you can have your reactors run for a little longer but have to pay extra tax.

If anything, following your logic of revoking the tax changing anything, the revoking of the atom tax would cause the reactors to shut down EARLIER. Which won't happen because the contracts are still valid.

I've studied something related and back then they were already near mastering the fusion energy. Very soon, Germany is going to be a superpower just because of this technique. We will have endless energy and with that comes endless money flow. It will cost other countries a massive amount of money to get into fusion as well as we are going to own all the rights.

We've got to stop pussyfooting around and hoping we can sink all our effort into ONE thing that will somehow solve everything. We need to look at seriously overhauling EVERY alternative to conventional fossil fuels. That means more wind and solar, but it also means more alternative natural gasses, more geothermal, updating existing hydroelectric facilities, and definitely more uranium fission. More optimistic alternatives like nuclear fusion or thorium-based fission may be possible some day, but we need to create an energy plan based on what we've got available now, not what might be available 50 years from now.

Francis Chen's "Introduction to Plasma Physics and Controlled Fusion" is sort of the standard 'go-to' resource for learning basic plasma physics and MHD. "Plasma Physics" by Alexander Piel is sort of the newer, more condensed text.

It's hard to narrow down a text for more advanced MHD or Kinetic Theory, we did a year-long MHD course in grad school and we never really stuck to one particular book, instead drawing from lots of different texts and papers. Once you get to that level there's not really one concise text to rely on.

It's really hard to say - scientific advance isn't linear like when you're playing a civ game, it's much more serendipitous. Someone could make an accidental discovery that solves all the problems with fusion tomorrow, or next year, or maybe not for another 40 years.
