That is. Nobody cares.
Also, technically, you write a petition and if the place you want to meet is already claimed than govs must provide you with another.
If they decline to do so, that means legally you're allowed to meet at the original place.

In practice they might still take and detain you anyway, only to release later.
This legal bullshit can go on for some time.
Later any offenders from the govs' side will be sligthtly disciplined, you might even receive a compensation, but the point is that it takes a lot of time, but the disruptive effect on meetings is working.
