If a state government wants to make deals with a foreign government then they're usurping federal powers. It's really not rocket science.

The federal government was set up to wage war, negotiate our foreign policy, and protect our constitutional rights. The state governments were in charge of passing local laws best for the region, maintaining infrastructure, and protecting it's citizens from domestic threats.
