I don't think Jaynes implies that "consciousness" spread everywhere. The earlier chapters of his book suggest that you wouldn't notice a big difference between the pre-self-conscious and the post-self-conscious human.

It didn't. That's probably why only a certain part of the world (Middle East and all those other places connected by trade and war) developed the way it did and all other civilizations well out of their reach were all relatively primitive for such a long time.
