Let's say hypothetically they find undeniable evidence that Steve Bannon paid some Russian bank, and that bank hired a rogue cyber warfare group to alter election results.

The expert would have to see if by those grounds alone is the POTUS impeachable. If there is some nefarious activity that has yet to be discovered, and Trump is not aware or there isn't any proof of it, doesn't mean he isn't untouchable.
