This has been tried many times and fails. You need to teach young people the skills they need to succeed which requires a strong work ethic and a safe environment in which to work.
Taking money away from industry and police and giving it to social programs will not work well.
Even one of the Jihadi wankers from the other day was on benefits with "chronic fatigue syndrome" in which he was always too tired to work.
This is what welfare creates. We need a reason to work and education ourselves or else we just sit around watching youtube videos and getting dumber and angrier.
