The whole idea is that each state ratifies its own laws and way of doing things without federal controls.

If states independently arrived at their own decision to set their own controls against carbon emissions they might have a better constitutional leg to stand on, but once it involves dealings with other states or foreign powers then it becomes much more difficult for them to act that way. See the recent case where Arizona decided it was merely going to enforce existing federal immigration laws that were mirrored at the state level. The feds sued under Obama and won at the Supreme court because it determined that the Feds held plenary power in the area of immigration enforcement and policy. The Fed also holds plenary power in foreign relations.

What will really fuck them though is that Trump is wanting to change the way our tax system works by making it so you can't write off your state taxes on your federal taxes. Which currently is done and allows high tax states like California to get away with not needing to pay as much in federal taxes. By forcing people there to pay full taxes for both state and federal it'll make it unfeasible for many to seriously operate there or will force the state to do away with some of their taxes.

Which is meaningful in regards to this Paris agreement because the only way a state could afford to pay into it is if they increase taxes.
